As the Founder, Chairman, and Chief Executive Officer of TriTrust Legacy Enterprises, Inc., Dr. Scherer has established a worldwide benchmark for integrity, delivering the gold standard in notary services, officiating, executive mentoring, and premium private client Agent services.

 

Simultaneously, he is honored to serve as Director of Projects for NWF Health Network, the nation’s only specialized Child Protection Community-Based Care Lead Agency and Behavioral Health Managing Entity, where he drives operational excellence in complex systems of care.

 

Operational Command & Public Sector Reform

With a career marked by high-stakes responsibility, Scherer has orchestrated large-scale operations at the highest levels of government and non-profit sectors. His tenure includes:

 

Managing Director, Florida Department of Children and Families (DCF) (Central Region): Commanded a $442 million operational budget and directed a workforce of over 2,000 professionals, ensuring safety and compliance of all DCF operations across a vast demographic.

 

Executive Director, Children’s Home Society of Florida: Led strategic operations for the Palm Beach, Broward, and SunCoast regions, pioneering behavioral health integration and family well-being innovations.

 

Statewide Leadership: Held pivotal roles including Statewide Deputy Director of the Florida Abuse Hotline and Statewide Operations Manager for DCF's Office of the Deputy Secretary & Assistant Secretary of Operations. Additionally, Scherer served as Director of Family Safety and Community Services, overseeing DCF's Southern Region family safety operations based in Miami.

Scherer additionally held roles with the U.S. Attorney's Office and as a legislative intern on Capitol Hill  for a Member of the U.S. Congress. 

 

Global Influence & Strategic Governance

Scherer’s influence transcends borders. A renowned expert in human services leadership and child protective systems, he has collaborated with governments at all levels and NGO partners around the world representing four continents.

 

Crisis Response:

As a Lead Member of Florida’s Statewide Critical Incident Rapid Response Team (CIRRT), he executed high-pressure safety compliance missions. He also served as Command Leader during natural disasters around the state for community outreach and DCF oeperations. 

 

Delegate Status:

Scherer represented the State of Florida as a Delegate on Child Human Trafficking and Child Protective Services in New York City. Additionally, Scherer has represented the State of Florida nationally as a subject matter expert on human services leadership and protective services around the country and as a Delegate to U.S. federal agencies and numerous international officials. 

 

Board Governance:

Scherer has served on multiple high-profile boards, including the state's Risk Pool Review Committee for DCF, the state's Child Abuse Death Review Committee, CareerSource of Central Florida, various community alliance boards, Nova Southeastern University Miami Campus Advisory Board, and as Board Vice Chair and as a Executive Member of two Community Partnership Schools. Dr. Scherer currently serves as a Member of the Harvard Business Review Advisory Council. 

 

Academic Distinction & Credentialing:

Dr. Scherer combines rigorous academic training with executive pedigree. He holds a Doctor of Divinity (h.c.) and is a graduate of Florida State University’s Certified Public Manager program. His pursuit of excellence is relentless:

Current Studies: Juris Master Candidate at Florida State University College of Law.

Executive Education: Advanced studies at the Harvard Kennedy School, Harvard Divinity School, Yale School of Management, and the London School of Economics and Political Science.

Undergraduate: Bachelor of Arts in Government and World Affairs from the University of Tampa; alumnus of The Washington Center.

A recognized pillar of the community, Scherer’s impact has been celebrated by academic, governmental, and civic institutions. He was named "The Children’s Advocate" by the University of Tampa Journal and featured in Phi Delta Theta’s prestigious "Road to Greatness" for his dedication to public service. His commitment to operational excellence was most recently acknowledged by NWF Health Network, where he received the 2024 Rookie of the Year Award, distinguishing him for immediate, high-level impact in project direction.

Scherer’s legacy of service has further been cemented by a Certificate of Special Congressional Recognition from a Member of the U.S. Congress and a Special Appreciation Commendation from the Mayor and Board of County Commissioners of Miami-Dade County. Additionally, he holds the Family Safety Leadership Award (DCF Southern Region) and the Outstanding Service Award from CareerSource Central Florida, underscoring his reputation as a transformative leader in family safety and workforce development.
